UNSC in MUN: The Hardest Room at Any Conference
The Security Council is small, fast and unforgiving. Fifteen delegations, five of them with a veto, and no room to hide behind a large speakers' list — every delegate speaks constantly and every position is scrutinised.
Veto dynamics
The P5 — China, France, Russia, the United Kingdom and the United States — can each block any substantive resolution. That single fact restructures all negotiation in the room.
Non-permanent members win by building text a veto-holder will tolerate, not text that is ideally correct.
How procedure differs
UNSC committees are typically continuous-debate: no formal general speakers' list, with the chair moving directly between speakers and caucuses.
Crisis updates are common, and resolutions can be binding within the simulation, raising the stakes of every clause.
- 15 members, 5 with veto power.
- 9 affirmative votes required, with no P5 veto.
- Often continuous debate rather than a speakers' list.
- Frequent crisis injections mid-session.
Preparation
You must know your country's real position on the specific conflict, its recent Security Council votes, and its military and economic exposure.
Prepare a fallback position. In UNSC, delegates who cannot compromise produce nothing and are scored accordingly.
Frequently asked questions
How many members are in a UNSC MUN committee?
Fifteen — five permanent members with veto power and ten non-permanent members.
How many votes does a UNSC resolution need?
Nine affirmative votes with no veto cast by any permanent member.
Is UNSC good for first-time delegates?
Generally no. The small size and constant speaking demand make it better suited to delegates with a few conferences behind them.
