Rajya Sabha MUN Committee

The Rajya Sabha simulation is the more deliberative of the two houses. Debate is slower, argument quality is weighted higher than volume, and delegates who understand federal balance outperform those who only know party lines.

How it differs from Lok Sabha

As the Council of States, the Rajya Sabha reviews legislation with a focus on state interests and constitutional propriety rather than electoral pressure.

Money bills cannot be blocked, only recommended on — a constraint delegates frequently miss and chairs frequently test.

Preparation

Study the federal dimension of the agenda: which states gain, which lose, and how the Seventh Schedule allocates the subject.

Know your member's state and the political arithmetic of the house, which differs substantially from the Lok Sabha's.

  • Union, State and Concurrent list placement of the subject.
  • Your state's specific interest in the bill.
  • Party strength in the upper house.
  • Relevant constitutional provisions and precedents.

What wins in the upper house

Constitutional argument. A delegate who identifies a legislative competence problem in a bill changes the entire debate.

Chairs also reward restraint — the Rajya Sabha rewards the delegate who is precise, not the one who is loudest.
