Model Parliament and Youth Parliament, Explained

Model Parliament simulates a national legislature rather than an international body. In India that usually means a Lok Sabha or Rajya Sabha simulation, and the skills it tests overlap with but are not identical to Model UN.

The core difference

MUN delegates represent states negotiating non-binding resolutions. Model Parliament delegates represent legislators passing binding law within one country's constitutional framework.

That changes the argument: in MUN you appeal to international norms, in Model Parliament you appeal to constituents, party discipline and the constitution.

Procedure

Model Parliament uses parliamentary procedure — question hour, zero hour, motions, bill readings and division — presided over by a Speaker or Chairman rather than a chair and vice-chair.

Interruption is structurally permitted in ways UN procedure does not allow.

  • Question hour and zero hour open the session.
  • Bills move through readings and clause-level amendment.
  • Voting is by division, not by roll call placard vote.
  • The Speaker's ruling is final and not appealable.

Which should you do?

If you want international policy, diplomacy and resolution drafting, choose MUN. If you want domestic politics, legislative craft and combative debate, choose Model Parliament.
