Evaluating the effectiveness of the United Nations' response to complex global emergencies through the assessment of institutional challenges, inter-agency coordination, and the deliberation on establishing a permanent United Nations Emergency Response Council (UNERC).
About the Committee
UNERC is a hypothetical, design-oriented committee constructed for TMF 3.0. It does not exist in the current UN architecture — delegates are asked to examine whether the existing distribution of emergency-response authority across the Security Council, ECOSOC, and the operational agencies is adequate to modern crises, and if not, what a new coordinating body should look like.
Unlike a crisis committee, UNERC's task is structural: draft a constitutive framework — mandate, membership, financing, relationship to existing organs — or a reasoned resolution against its creation, grounded in institutional-design tradeoffs.
